Norfolk & Waveney University Hospitals Group

Three trusts, one system, one purpose - better care for patients    

The Norfolk and Waveney University Hospitals Group enables the James Paget University Hospitals, the Queen Elizabeth Hospital Kings Lynn and the Norfolk and Norwich University Hospitals to work together under a Group Board while keeping our own names, identities and local hospitals. 

The Group helps us tackle shared challenges, improve services for patients and make the most of our combined strengths. 

Our new hospital group was developed to help tackle fundamental challenges all our hospitals share but haven’t been able to solve by working on their own. Each hospital faces its own pressures – from financial constraints and long waiting times to digital limitations and workforce challenges. We all know this. 

We have many examples of our Norfolk and Waveney hospitals sharing learning, joint initiatives and mutual support. However the challenges are too complex and that is why we came together. We have moved beyond co-operation and formed the Norfolk and Waveney University Hospitals Group.  

The Group is led by interim Group Chair, David Roberts; Group CEO, Lesley Dwyer, and a joint Executive team. Each hospital remains a separate statutory organisation, led by its own Executive Managing Director who heads local operations and is responsible for hospital performance. Executive Managing Directors also sit on the Group Board. 

Our new Group gives us a decisive and transformative path forward. One that binds our three trusts together under a shared purpose. We can now act as one system for the benefit of all. This is not about centralisation – the Norfolk and Waveney University Hospitals Group is a collaboration with purpose. Together we are re-imagining how we work – not just as individual organisations, but as a unified system with a shared purpose.
